The situation is as follows: A National Arrest Warrant was issued for Mr. Stoyan Mavrodiev. He was wanted precisely in connection with these loans, which were granted to Mr. Gaitanski's companies under very disturbing circumstances. Knowing the regulatory framework under which BDB operates, Mr. Mavrodiev has personal responsibility in approving such orders for granting loans.
The situation is quite disturbing. This investigation about the loans that are granted to "Road Construction Engineering", if I'm not mistaken - Gaitanski's company, which is currently under the control of the BBR. This BIRD loan was detailed maybe a year, a year and a half before there were any arrests in this case. It is clear there that at first sight there are serious violations. We are not competent to make charges, maintain them, etc. But to us, as journalists, it seems disturbing that the loan was granted on the basis of a supply contract, if I am not mistaken. Which was terminated at the time of granting the loan. This contract served as a guarantee. His future receivables served as collateral.
There are many disturbing things. The point is that in this situation, most likely, if we assume there is a violation, it is suspected that some of the funds that were disbursed by the BDB, at the time that Mavrodiev managed this bank, served to satisfy the claims of the Oman Fund before the International Arbitration in New York. As you may know, the Omani Fund filed a case in this International Arbitration in relation to its unsatisfied claims and after the declaration of bankruptcy of the bank. Anyway, thanks to a leak of data from the Dubai Registry, we have seen who the people are who have resident status in Dubai. And Stoyan Mavrodiev is one of these gentlemen.

In the past, Aleksandrov was a representative of VIS-2 and a loyal man of the murdered crime boss Georgi Iliev, and now he has the fame of being a confidant of Boyko Borisov and Delyan Peevski. Mavrodiev has been resident in Dubai since March 2017, months before he became head of the state's BBR.

In itself, it shouldn't be a secret who is resident in Dubai. A resident is a person with permanent resident status in the UAE. This is a data leak. They go down to organizations that are international, sectoral, be it OCCRP or some other. This data is verified by the partners of each specific country. And this leak is being worked on. This is how the information that we have as members of similar international organizations about the movement of people, money, including criminal capital, corruption, Things that are beyond the law.
In general, I do not see a desire to participate in this feud between the former wings of the DPS, now between the DPS and the Alliance for Rights and Freedoms. In fact, Stoyan Mavrodiev is the subject of an investigation because of a loan granted to Rumen Gaitanski, who is said to be very close to Ahmed Dogan. DPS did not allow the formation of a government in the previous parliamentary elections, which was very necessary for Peevski, for to legitimize him as a power factor in this country. Something that was unthinkable happened. Few of us allowed ourselves to predict that this was possible. Yes, it did. And the war started, which is still ongoing. However, no one is investigating Mavrodiev for the loans granted to legal entities that are connected to Delyan Peevski. No one wants to check with what money was paid under the extrajudicial agreement between the Oman Fund and the Bulgarian state. And who is a party to this extrajudicial agreement not to reach a ruling. This arbitration terminated this proceeding. Two ministers of finance - Asen Vasilev and the current acting minister refused access. Even though they were convicted of letting us in on information. Now we will see how this situation will develop. But for me, the big, important information that Mr. Stoyan Mavrodiev is in possession of is the information about the financing by this state bank of entities related to Delyan Peevski.
