There will be no burden for traders and businesses if the software they use complies with the regulatory procedure. This was stated by the Minister of Finance Temenuzhka Petkova to journalists after a meeting of the Council of Ministers.
"What the colleagues from „We continue the change – Democratic Bulgaria“ are doing, leads me to think that they have reservations about the fight against the shadow economy, and this is discouraging everyone who wants to be loyal to the tax authorities", added Minister Petkova.
Earlier today, Martin Dimitrov from "Yes, Bulgaria", part of the parliamentary group "We continue the change - Democratic Bulgaria", insisted during a briefing that the Ministry of Finance make changes to the state budget for next year and to drop the obligation to use the software for managing sales in retail outlets (SUPTO).
The colleagues from "PP-DB" are spreading false, incorrect and inaccurate statements, the first of which is that SUPTO is software that the NRA will produce and implement, added Minister Petkova. The NRA will not produce and implement any software, and this will not cost any resources to Bulgarian business. And now there are certain requirements related to revenue management systems in retail outlets and that they must meet regulatory requirements, she also said.
According to her, these requirements are not changing. Art. 118 of the VAT Act stipulates that manufacturers and distributors of such software must declare them and meet the requirements of Regulation H 18, and this certification is carried out by the NRA. The NRA will not produce and implement software, she also said.
Any merchant who uses software that meets the requirements of Regulation H18 and at the moment has no commitments and will not incur any costs. The obligation introduced by the law concerns only manufacturers and distributors of software. This software must meet the requirements of the regulation, Minister Petkova also said.
The return of this opportunity - for SUPTO, is the control activity of the NRA, as a result of which a number of cases are established in which software that does not comply with Regulation H 18 is used in commercial establishments and conditions are created for data manipulation, for damage to the tax authorities in terms of VAT and other tax obligations, added Minister Petkova. According to her, this requires the introduction of SUPTO in commercial establishments and the introduction of an obligation for software manufacturers and distributors to obtain the approval of the NRA. Currently, over 6,000 commercial establishments use software approved by the NRA.
