The National Assembly will discuss a Bill on the ratification of the Financing Agreement between the Republic of Bulgaria and the European Investment Bank (EIB) for financing the project "Bulgaria - co-financing under the EU Funds 2021 - 2027 (EPA)" B, according to the adopted work program of the deputies, BTA indicated.

With the financial agreement, the Bank provides Bulgaria with a structural program loan in the amount of EUR 250 million, the funds from which are transferred to the state budget and are intended to cover the national contribution to the projects implemented under the programs “Transport Connectivity“, “Environment“, “Regional Development“, “Competitiveness and Innovation in Enterprises“ and “Research, Innovation and Digitalization for Smart Transformation“.

The loan is part of a credit line of up to EUR 1 billion approved by the EIB for Bulgaria, in support of the national co-financing of projects implemented with funds from the European Union (EU) Funds under shared management during the current programming period, the report of the Budget Committee states. Under this credit line, a first financial agreement for a structural program loan was concluded in 2024. The financial agreement in question set the financing limit under the credit line (up to EUR 1 billion), within which financial agreements could be concluded during the programming period 2021 - 2027, in accordance with the country's budgetary needs, and the first structural program loan in the amount of EUR 250 million was granted. The loan has been fully utilized, the report of the Budget Committee emphasizes.

For the previous two programming periods, the EIB has granted two such loans, respectively for 2007-2013 for EUR 447 million and for 2014-2020, in the amount of EUR 500 million, with the funds from which the national co-financing of 11,377 projects in the fields of transport, environment, regional development and innovation and growth has been ensured.

The agenda of the meeting also includes a Draft Law on Ratification of the Agreement between the Republic of Bulgaria and the Republic of Malta for the Avoidance of Double Taxation with Respect to Taxes on Income and Property and the Prevention of Tax Evasion and Circumvention.
