Due to the accidents: EWRC with an extraordinary inspection of "Toplofikatsiya - Sofia"

By order of the Chairman of EWRC Plamen Mladenovski, the energy regulator begins an extraordinary inspection of “Toplofikatsiya Sofia“ EAD. The inspection was appointed in connection with a signal submitted by the Ombudsman of the Republic of Bulgaria for emergency shutdowns of heating and hot water supply in the capital city and is based on the regulatory powers of the Commission under the Energy Act and Ordinance No. 3 of March 21, 2013 on licensing of energy activities.

Within the framework of the extraordinary inspection, carried out on documents and on site, the inspection team is tasked with establishing whether “Toplofikatsiya Sofia“ EAD has violated the licenses issued by the Commission for the production of heat, heat and electricity and for the transmission of heat, as well as the Energy Act and the by-laws for its implementation.

After the inspection is completed, a report of findings and a report on its results will be prepared, which will be discussed at a meeting of the regulator. If violations are found by the district heating company, the Commission will take the administrative and penal measures provided for in the law in order to guarantee the quality of the services provided to the customers of the Sofia district heating company.

In the event of incoming signals of deteriorated quality of the services provided, the EWRC will continue its active control activities in protection of consumer rights. Based on a prepared annual plan, the regulator carries out scheduled inspections of the activities of the companies, as well as extraordinary inspections, with a view to fulfilling their obligations under the approved General Terms and Conditions, guaranteeing uninterrupted and quality services to their subscribers. If non-fulfillment of these obligations is found, the regulator will continue to apply the current regulations and will impose the relevant administrative and criminal sanctions.
