Ukraine will receive over 1.8 billion euros under the European Union Facility for Ukraine after the EU Council approved the fifth regular payment under the financial support program, the institution announced, News.bg reports.
The funds are being allocated after Kiev successfully fulfilled nine conditions related to the fifth tranche, as well as the last outstanding stage of the previous payment. The main objective of the financing is to strengthen the country's macro-financial stability and ensure the functioning of the state administration.
The fifth tranche is part of the Financial Instrument for Ukraine, which entered into force on 1 March 2024 and provides up to EUR 50 billion in loans and grants for the period 2024-2027. The funds are aimed at the recovery, reconstruction and modernization of the Ukrainian economy.
Of this total package, EUR 32 billion is indicatively intended to support the reforms and investments set out in the Plan for Ukraine - a strategic document outlining the country's roadmap towards recovery and integration into the EU. The disbursement of the funds is linked to concrete progress on these reforms.
Since the launch of the mechanism, the European Union has provided over €18.8 billion - including €6 billion in bridge financing, €1.89 billion in pre-financing and four successive tranches worth €4.2; €4.1; €3.5 and €3.2 billion.
Following the European Commission's latest assessment of 29 September 2025, the Council of the EU concluded that Ukraine has made significant progress in implementing key reforms. These include reform of the judiciary, the fight against corruption and money laundering, the improvement of financial markets, as well as measures for decentralisation, regional development and the energy sector.
The Commission also notes progress in the management of critical raw materials, the green transition and environmental protection. According to the Council, these results demonstrate Kyiv's commitment to reforms and bring the country closer to future membership of the European Union.
