In early April, Graham, known for his anti-Russian rhetoric, introduced a sanctions bill to Congress that would impose a 500 percent tariff on imported goods from countries that buy oil, petroleum products, natural gas and uranium from Russia.
The document was presented to the legislature during an intense dialogue between Moscow and Washington to end the conflict in Ukraine.
