These are personal, personal decisions of the president, within her powers. What motives she had for choosing this candidate, we will probably never understand. This was said in the program "Face to Face" on BTV by political scientist Assoc. Prof. Stoycho Stoychev in connection with the election of the deputy governor of the Bulgarian National Bank Andrey Gyurov as acting prime minister.
It should not matter who is the acting prime minister, but the president is also responsible for the presentation of this candidate, probably her considerations for her choice are also from this point of view, added Assoc. Prof. Stoychev.
I assume that some things were specified in advance. There is some kind of reverence to "We continue the change-Democratic Bulgaria", which had been stammering that if this is not the prime minister, the elections will not be fair, the political scientist pointed out.
There is no candidate who is not an emanation of political will. The president cannot bear much responsibility, because her choice is limited. If we ignore the political genesis, Gyurov has a high educational qualification, has experience, from the point of view of competence and morality, at least it cannot be said that he is a bad choice. We must accept things as they are, added Boyko Stankushev from the Anti-Corruption Fund.
The two also commented on the veto imposed by Iliana Yotova on the changes to the Electoral Code, with which GERB, BSP, "There is such a people" and "Vazrazhdane" limited to 20 sections in countries outside the European Union.
There has been some dynamics in the BSP in recent days. It seems that they already have an alternative opinion on the Electoral Code. Perhaps it is clear in advance that the veto will not be rejected in parliament and the changes for voting abroad will not remain, said Assoc. Prof. Stoycho Stoychev.
There are quicksands in the BSP, we cannot be sure that the non-partisan discipline will work and they will vote in one direction or another. But I think that after the imposed veto it will not be rejected, no votes will be gathered. The problem here is that the Electoral Code has again started to be touched at the last moment. This should be left for calmer times, Boyko Stankushev noted.
In connection with the information that Bulgaria is falling in the traditional ranking of Transparency International ("Transparency without Borders"), known as the "Corruption Perception Index", and we are already in 84th place among a total of 182 countries, Assoc. Prof. Stoychev said: "I always ask the young people I meet when you last gave a bribe, and I have never received an affirmative answer. The feeling of corruption is obtained from what is said in the media, what politicians say, etc. In terms of the level of corruption, we are comparable to our neighboring countries, such as Greece, Turkey, Serbia and Romania".
And in the last 10 years, a police officer has not asked me for a bribe on the road. This is decreasing, but at the highest levels of power it is becoming more and more dramatic, Stankushev emphasized.
