The tenders submitted in the negotiation procedure without prior notice were opened today for the supply of 35 electric locomotives, which will be purchased with funds under the Recovery and Sustainability Plan.
This was announced by the press center of the Ministry of Transport and Communications.
There are a total of four participants who submitted documents in the public procurement, whose deadline expired yesterday. These are PESA, Alstom, Škoda and Stadler Polska. The appointed committee will shortly examine the offers and conduct negotiations with the companies.
The procedure for the supply of 35 single-deck locomotives was opened at the beginning of the year, but the technical specifications of the two participants who submitted bids did not meet the set requirements. Given the complexity and specificity of the order, with the decision of Minister Georgi Gvozdeikov, the Ministry of Transport and Communications switched to a negotiation procedure without prior announcement. “We will invite a wide range of participants to negotiations in order to achieve maximum competition, and to ensure transparency we will also invite representatives of the European Commission to monitor the negotiation process,” Minister Gvozdeikov explained at the time.
Georgi Gvozdeikov also announced that “BDZ-Passenger Transport“ intends to gradually introduce video surveillance systems, both in the locomotives and motor trains, as well as in the passenger cars owned by the company.
