If the National Assembly fails to elect a chairman, there is no dissolution, but new elections. Without a chairman, the work of the National Assembly cannot continue. We remain in the first meeting until the chairman and vice-chairmen are elected.
This was explained to BNR by Assoc. Nataliya Kiselova, professor of constitutional law.
The quorum is the one that was there when the people's representatives were sworn in yesterday and the meeting was adjourned, she said before today's re-attempt to elect a chairman.

Nikolay Markov cannot take the oath before the election of the chairman, because the meeting is constitutive. The steps it goes through are specified in the Constitution. It is not enough for Markov to just sign the oath sheet, he must also say the oath orally. In order to be sworn in, the speaker of the parliament must first be elected, explained the constitutionalist.
In connection with Hristo Ivanov's desire to resign from the parliament, Assoc. Kiselova pointed out that today he can participate in the vote for chairman, because before the vote on his resignation he has full rights as a representative of the people. Ivanov's resignation can also be voted on only after the election of the leadership of the parliament.

The constitution does not provide for the participation of the president, except with the decree to convene the parliament, she said regarding the absence of a speech by the head of state at the constitution of the 50th National Assembly.

Assoc. Kiselova does not rule out the appearance of "political nomads".

After the registration of the parliamentary groups, the president will hold consultations and only then can proceed to handing over the first exploratory mandate to form a government, noted the professor of constitutional law.
