The absence of the President of the National Assembly does not prevent to deliver the first mandate. Nothing prevents the formation of parliamentary groups. Around this opinion, they united in “Hello, Bulgaria” the professors of Constitutional Law Orlin Kolev and Stoil Mollov.
"There is no constitutional obstacle in which the absence of a Speaker of the National Assembly would prevent the constitution of the parliamentary groups that are on a registration, notification regime. There is no need to hold a vote with them, and therefore there is no need to stop this process," Kolev explained.
"The chairman only needs to be informed that the group of people's representatives have formed a group and have chosen its leadership. This is a notification regime," added Mollov.

And he stressed that the first two mandates could then be awarded to a person nominated first by the largest and then by the second largest group in parliament. "If the parliamentary groups are constituted, for which there is currently no obstacle, nothing prevents this procedure from starting," Mollov pointed out.

Both were adamant that without a chairman the NA cannot work. "No activity can be performed - neither legislative nor control. These are the two main functions of the parliament. The legislative and control functions in relation to the executive power", the constitutionalists are categorical.
