"This is an unnecessary expense for the state. I do not share such an understanding that the refinery should be state-owned. Russia is interested in retaining control over the refinery, regardless of who the new owner will be, energy expert Hristo Kazandjiev told the Bulgarian National Radio regarding the sale of "Lukoil - Neftochim".
According to him, in the history of the refinery's development, "the state has proven that it is not a good manager"."The state does not need to get involved in the management of this asset," he emphasized.
So far, in his words, as a proven monopolist on the fuel market, "Lukoil – Neftochim" should have been regulated and monitored.
As a "good investor" Kazandzhiev defined the Hungarian company that has an interest in the refinery.
According to him, the goal is for "the company to be acquired by an investor that is in very close and partnership relations with "Gazprom" and the choice will be predetermined by the extent to which the company that will acquire Lukoil enjoys the trust of the Russian side.
The expert does not expect a high sale price for "Lukoil – Neftochim". He argues with "what is happening in Europe as a result of the war in Ukraine", as well as with the fact that the period for the supply of Russian oil, which is used preferentially by our country, is expiring.
In the program "Something More" Kazandjiev specified that it is about "about 2 billion dollars".
Russia is interested in maintaining control over the refinery, regardless of who the new owner will be. However, Bulgaria must set its own requirements and restrictions towards the strategic investor, although ultimately this is a deal between private legal entities, the energy expert concluded.
