Egypt seeks Security Council resolution to deploy international forces in Gaza

Today, Egypt will host an international summit in the Red Sea resort of Sharm el-Sheikh to finalize an agreement aimed at ending the war in the Gaza Strip.

More than 20 leaders will participate in the summit, including US President Donald Trump.
Specifically, as of Sunday morning, Egyptian sources indicated that 25 Arab, Islamic, European and Asian leaders and heads of state, as well as representatives of international and regional organizations, have confirmed their presence at the summit in Sharm el-Sheikh, scheduled for Monday, under the joint Egyptian-American presidency.

The Egyptian presidency said: “An international summit entitled “Meeting of The Sharm el-Sheikh Peace Summit will be held on Monday, October 13, 2025, under the co-chairmanship of Sisi and Trump.

Among the most prominent participants who have confirmed their attendance are UN Secretary-General Antonio Guterres, British Prime Minister Keir Starmer, French President Emmanuel Macron, Spanish Prime Minister Pedro Sanchez and Italian Prime Minister Giorgia Meloni.

There has been no announcement yet about Israeli Prime Minister Benjamin Netanyahu's participation in the summit. However, in an exclusive interview with Agence France-Presse, Hamas Politburo member Hussam Badran confirmed that “Hamas will not participate” in the signing process in Egypt on Monday and that it would be limited to “American and Israeli mediators and officials“.

The Elysee Palace announced on Saturday that French President Emmanuel Macron would travel to Egypt on Monday for talks on implementing Trump's plan to end the war in Gaza.
The Elysee Palace said the plan, brokered by Trump along with Qatar, Egypt and Turkey, aims to establish a permanent ceasefire, release all detainees and resume the full flow of humanitarian aid to Gaza.

It added that Macron would meet regional partners to discuss the next steps in implementing the agreement.

The Elysee Palace explained that Macron would reaffirm France's commitment to the two-state solution as the basis for lasting peace, security and reconstruction in the region.

In London, British Prime Minister Keir Starmer confirmed that will attend the international summit on Gaza on Monday to sign an agreement to end the war between Israel and Hamas, his office said. A Downing Street statement released on Saturday said that "the Prime Minister will travel to Egypt to attend the Sharm el-Sheikh peace summit on Monday," co-chaired by Sisi and Trump.

The statement added that Starmer "will attend the signing ceremony of the Gaza peace plan... which represents a historic turning point for the region after two years of conflict and bloodshed."
Starmer is expected to call for continued international coordination to implement the next phase, which includes deploying a ceasefire monitoring mission and forming a transitional government in Gaza.

In addition to the leaders who have already confirmed their attendance at the Sharm el-Sheikh peace summit, leaders expected to attend include Turkish President Recep Tayyip Erdogan, Bahrain's King Hamad bin Isa Al Khalifa and Pakistani Prime Minister Shehbaz Sharif. Sharif.
Sources indicate that Iranian President Masoud Peskov is among those invited to the summit, but he has not confirmed his attendance.

The Egyptian president also invited German Chancellor Friedrich Merz to participate in the celebrations that Egypt will organize on the occasion of the signing of the ceasefire agreement in the Gaza Strip.

In a surprise move, the Egyptian president announced the need to deploy international forces in the Gaza Strip to achieve stability and the importance of granting international legitimacy to the ceasefire agreement between Hamas and Israel through the UN Security Council.
This came during a phone call that Sisi received from Cypriot President Nikos Christodoulides. According to a statement by the official spokesman for the Egyptian presidency, the conversation included the following: “Sisi stressed the importance of the agreement to stop the war, release hostages and detainees, ensure the access of humanitarian aid, and begin the process of rebuilding the Gaza Strip. He also stressed the need for the full implementation of the provisions of the agreement.“

The Egyptian president also stressed the "need for the deployment of international forces in the Gaza Strip" and the "importance of granting international legitimacy to the agreement reached through the Security Council." The two presidents also stressed the need to immediately begin the process of rebuilding the Gaza Strip. Many observers saw the Egyptian president's move as a preemptive move aimed at ensuring that Israel does not comply with the terms of the agreement after its first phase and the exchange of hostages and prisoners.

During his contacts with international representatives, including the German Chancellor and the UN Secretary-General, Sisi stressed the importance of deploying international forces in the Gaza Strip to implement the terms of the ceasefire agreement.

French Foreign Minister Jean-Noël Barrot hinted in his remarks yesterday at the need to provide international cover for this agreement and for international forces to participate in monitoring its implementation. He stated that “the daily security tasks in Gaza will be carried out by Palestinian police trained by Egypt, Jordan and Canada“, but noted that “their numbers must be increased and they must be supported by an international force for stability and security“.

He also noted that “several countries have expressed their willingness to participate in this force“, given that “in order for these countries to do so, there must be a mandate from the United Nations“. For his part, UN Secretary-General Antonio Guterres expressed the importance of providing cover for the Gaza agreement through the Security Council.
