The position of the acting city prosecutor Emilia Rusinova to the media, as it was signed, is a curious document. Not because it says anything new, but because it stubbornly avoids saying the most important thing.
At a time when Justice Minister Andrey Yankulov and Interior Minister Emil Dechev are presenting specific data - about trips, border crossings, shared cars with Petyo Petrov - the answer is not: “I didn't travel“, “That's not true“, “Here's evidence“.
The answer is: “there are suggestions“, “there is a media attack“, “I will speak only in accordance with the law“. This is not a refutation. This is a survival strategy.
The facts presented by institutions are not unimportant or anonymous rumors. According to data from the Ministry of Interior and confirmed by the Ministry of Justice, there is information about joint trips of Rusinova with Petyo Petrov – Euroto, including after the public coverage of the “Eight Dwarfs“ affair.
Yankulov himself directly states that such contacts do not meet the ethical standards for a magistrate.
And here comes the crux of the problem: Rusinova's position does not dispute these facts.
She does not say:
– I did not travel with him
– I did not know him
– I did not have contacts
She only says: “there are suggestions“ and “I will not speak through the media“.
This is a classic institutional shield – when you cannot refute the content, you attack the form. I don't know, I didn't hear, I didn't see! It's not the facts that are the problem, but the way they are presented. Not the events, but the “media noise“. But there is one inconvenient detail – the data does not come from the media, but from the state.
When the Minister of the Interior talks about joint trips and border crossings, when the Minister of Justice confirms these facts with documents, when the context of the “Eight Dwarfs“ is also mentioned, it is no longer a question of “suggestions“. It is an institutional conflict brought to the public stage.
And in this conflict, Rusinova chooses the most comfortable position – silence with a formal tone. Even more problematic is that the case does not end with the trips. It also includes the allegations of European Prosecutor Teodora Georgieva - about contacts, mediation and meetings in an environment connected to the network around the “Eight Dwarfs“. And again - there is no specific answer. Only a general denial.
At the same time, Borislav Sarafov is also in the context - another key player in the system, against whom there are also requests for disciplinary action. The whole picture is starting to resemble not a single scandal, but a structural problem in the prosecutor's office.
And here the sarcasm comes by itself - in Bulgaria there is no need for refutations - it is enough to say that there are “suggestions“, and the topic must end.
But this time it does not end. Because the question is no longer whether there is a media attack. The question is why, with such specific allegations, there is not a single concrete refutation. And when a prosecutor does not respond to facts with facts, but with procedural formulations, the problem ceases to be personal. It becomes systemic.
