US President Donald Trump announced that he "has revoked" all documents signed with a fountain pen during the administration of his predecessor Joe Biden, the agencies reported.

"In this way, every document signed by the sleeping Joe Biden with a fountain pen, and this makes approximately 92% of all, is revoked and declared null and void", the Republican said on social networks. "I hereby revoke all executive orders and everything else that was not personally signed by the dishonest Joe Biden, because the people who operated the pen acted illegally."

The topic of Biden's use of the pen has been frequently raised by Trump, and his move last night marked an escalation in it, the agencies noted. He often claims that the Democrat used the pen to sign pardons, executive orders and other papers – and accuses him of being too senile to govern.

However, the billionaire's accusations are disputed from a legal point of view. Previous presidents have also used the device, which is a mechanical assistant for signing documents, but Trump said Biden's use of the device proves he was mentally unfit to govern and that he did not control the White House.

Biden was 82 when he left office, while Trump is 79, with his term ending in 2029.

Conservative legal commentator Ed Whelan wrote on social media that Trump has the right to revoke executive orders regardless of whether Biden personally signed them or not.

"But he doesn't have that right with respect to "everything else" (e.g., bills passed by Congress and pardons – Whelan's note) that Biden ordered signed with a fountain pen," he said.

In 2005, the U.S. Department of Justice said that the president is not required to sign everything in his own hand and that he can order an official to "apply the presidential signature to such a bill, for example, with a fountain pen."

In 2011, the "New York Times" reported that Barack Obama became the first president to sign a bill with a fountain pen while in Europe. Sometimes, paper versions are still flown to the president for him to sign.

In his final days in office, Biden pardoned people whom Trump had targeted – among them were Biden's son, congressmen investigating Trump, a military general who criticized Trump, and America's leading Covid expert.
