UN Under-Secretary-General for Political and Peacebuilding Affairs, Rosemary DiCarlo, accused the Sudanese government army's external allies and the paramilitary groups for “permitting a massacre”, which led to the death of 24 thousand people and caused a severe refugee crisis. The statement was made before the UN Security Council and reported by the Associated Press, quoted by BTA.
„This is irresponsible. This is illegal and it has to stop,” DiCarlo said, stressing that external allies of the Sudanese forces should encourage both sides to resolve the conflict through negotiations instead of deepening it with financial and military support.
Sudan has been in conflict since April last year, when tensions between the army leadership and the paramilitary Rapid Support Force (RSF) escalated in the capital Khartoum and violence swept the country. The UN has already warned that Sudan is on the brink of a famine crisis, with the SDF invading El Gezira province in recent weeks, destroying towns and villages with extreme violence.
Dicarlo condemned the continued attacks on civilians by the SBP and pointed out that government-linked groups are also carrying out attacks on the civilian population in the Khartoum area. She stressed that foreign aid, including the flow of arms, enables continued hostilities and undermines peace efforts.
The Sudanese government has accused the UAE of arming the SDF, which Abu Dhabi denies. The paramilitary forces are also believed to be receiving support from the Russian private military company Wagner. For their part, government forces led by General Abdel Fattah Burhan are counting on support from Egypt and perhaps Iran, with which they are negotiating the purchase of drones.
DiCarlo announced that the UN Special Envoy for Sudan, Ramtane Lamamra, will visit Sudan and other countries in the region in the coming weeks to meet with key stakeholders and discuss a new negotiation initiative.
