Russian Security Council Secretary Sergei Shoigu met with North Korean Supreme Leader Kim Jong-un during a visit to Pyongyang.
"I would like to convey greetings and best wishes from Russian President Vladimir Putin. "He pays the utmost attention to the implementation of the agreements reached with you," Shoigu told Kim during their meeting.
North Korean troops continue to fight in the Kursk region alongside the Russian army, with the latest figures showing their numbers increasing in January and February.
Shoigu has made several trips to North Korea in recent months, although details of his latest visit were not disclosed.
His visits come as South Korea continues to claim that the DPRK has sent thousands of troops to support Russia in its war against Ukraine - claims that Moscow and Pyongyang have not confirmed.
At the same time, a North Korean delegation led by Minister of Foreign Economic Relations Yun Jong-ho is currently visiting Russia.
Shoigu's trip also coincides with a thaw in relations between Washington and Moscow. Since Donald Trump took office as US president in January, Moscow and Washington have taken steps towards normalising ties and negotiating a ceasefire in Ukraine.
Russia recently sent envoys to several "friendly" countries to assure them that it will not change the focus of its foreign policy even if relations with Washington normalise.
