NHIF: Hospitals' excess activity in two months is over 9 million euros

According to the provisions of the Health Insurance Act, this activity will not be paid. There will be no change in the indicative values for medical institutions for the time being

The excess activity carried out by hospitals in December 2025 and January 2026 and reported for payment is more than 9 million euros, Stanimir Mihaylov, Chairman of the Supervisory Board of the National Health Insurance Fund (NHIF) and Deputy Minister of Finance, told journalists after a meeting of the supervisors.

According to him, in accordance with the provisions of the Health Insurance Act, this activity will not be paid. There will be no change in the indicative values for medical institutions for the time being, he also said.

In response to a question about what could be changed to prevent excessive activity from forming, Mihaylov indicated that this is a topic that requires a serious and long conversation not only between institutions, but with all professional organizations. According to Mihaylov, in order to resolve this issue, a national consensus is needed.

Asked about the progress of the lawsuit filed by "St. Anna" hospital against the NHIF for unpaid excessive activity, Mihaylov indicated that this issue has not been discussed, but that this is their right.

Mihaylov indicated that there is no information about other lawsuits filed for unpaid excessive activity by other hospitals. According to the hospital management, the NHIF has not paid for the medical services performed and reported for the period August - November 2025.

The plaintiff claims the amount of 525,775.58 euros in principal and 5,573.79 euros in compensation for delay, along with the statutory interest.
