Andrey Kovachev: GERB and DPS are bandits

"The same bandits from BSP and DPS, these bandits cartel, if this veto falls on changes to the Investment Promotion Law, GERB and DPS should be asked for which projects they did it. They planned it for a specific project".

This was stated in front of Andrey Kovachev - chairman of the association "For Balkan wildlife".

"This is corruption! Programmed corruption", added the expert.

According to Kovachev, GERB and DPS are "accomplices" in the desire of investors to lie to the law.

"The investors are lying to the law. To obey all the laws. Let the administration work well for them. But we do things so that we can break the law. The law, because it prevents us - to break it".

"These laws are made so that we citizens, in addition to having the right to the environment, can protect it and protect it from corrupt politicians, because that is exactly what they are doing right now - they are taking away our ability to protect our rights" ;.

Andrei Kovachev pointed out the main changes that threaten the environment and the rights of the citizens guaranteed by the Constitution.

"One way is with the possibility of having a second instance of the court for some projects that they have decided that they are super important ie. to drop judicial control at the second instance, and if there are any problems we can protect our rights".

The second thing is that with the changes "they wanted to give ten years for these decisions to be valid, which is not available anywhere in the world".

"They reduced it to ten out of "best man shame". They decided it would work for them".

Procedures should take a much shorter time, the expert was emphatic. Every single "protrusion" is in the interest of investors.

"Talent acceptance - if the authorities do not rule in time that they have permission to do whatever they want," Kovachev added.

"Keep in mind that the investor can stretch the valuation so he can do whatever he wants after a year".

"And if he can't? If you can't do the assessment well... What are you doing?

Kovachev set an example in Croatia regarding changes in EIA.

"These OVOSIs should not be given to some private companies that fulfill the will of the investor and do not comply with the law, and they cannot comply with it, because our law is again programmed corruption. The investor pays those who make the environmental impact assessment reports. And accordingly, they always reflect the interests of that investor. Even when he is the state, not the environment and waters and laws. It should just be like in Croatia. An independent agency that makes these assessments, fees are paid, and they have obligations accordingly.

According to him, with the proposed changes, their importers violate decisions of the European Court

"The Constitution is violated, that is clear. We have to comply with European laws, and they protect people's rights, but they just don't care here.

Andrei Kovachev also commented on the approval to start work on the last section of the highway between Krupnik and Kresna.

"The highway in Kresna is not planned to be a highway, but a killer road. What they have planned is a killer road forever ahead. Horror! The current road they have approved is second rate. And traffic is growing much faster than they thought. Can a second-rate road safely handle that much traffic? "It can't", the expert was categorical.
