The President has not violated The Constitution, because the President's signature on the decree appointing a caretaker government is an element of the so-called complex de facto composition. Without this signature, the composition cannot be carried out and the government cannot be appointed. This was commented by the Chairman of the Commission for Amendment of the Constitution in the 49th National Assembly, Radomir Cholakov, in the program "The Day ON AIR".
We are in a constitutional crisis
According to him, we are already in a constitutional crisis, but the caretaker government is in its functions and it can continue to exist.

"We will have a caretaker government of Mr. Glavchev with already shaky legitimacy. We have an uninterrupted National Assembly, which can pass whatever laws it wants at the moment," Cholakov told Bulgaria ON AIR.
He noted that PP-DB are slowly achieving their goals.

"They created such a psychological situation in the 49th National Assembly that the Constitution had to be changed. They say: "We put you in a corner, you fulfill our wishes". "What they want is not good for the state," Cholakov pointed out.

Has Rumen Radev violated the Constitution?
The guest is of the opinion that there is no reason to demand the impeachment of the president. He explained that in order to start the procedure, 60 votes must be collected, then it must be voted by 160 votes in the National Assembly, it must go to the Constitutional Court and it will make a decision, but in his words, such a majority is impossible.
