The new common approach to migration: the EC gave guidelines to the EU countries

Today the European Commission presented guidelines for the EU countries in the implementation by the middle of 2026 of the new pan-European migration rules. The proposal will be discussed this week by the EU Council on Justice and Home Affairs at a meeting in Luxembourg, cited by BTA.

At the meeting, the EC is also expected to present guidelines for the work of Schengen for the next year. The EU Council approved the changes to the migration legislation in April and they come into force on June 14, after which EU countries have two years to incorporate them into national legislation.

The commission's guidelines cover the use of the EU's fingerprint system (Eurodac) to track the so-called secondary movements of migrants and refugees. All illegal migrants will be registered and screened, including in terms of security and health status. Later, it is envisaged that a mandatory procedure will be applied at the EU's external borders for migrants who may not have grounds to stay or who pose a security threat.

Applicants for international protection are expected to gain faster access to the European labor market (after 6 months instead of 9 months) and to healthcare. It envisages uniform procedures for the assessment of asylum applications and the reasons for rejection of such applications, joint planning of return flights for illegal migrants and foreigners assessed as a security threat. An obligation is being introduced for asylum seekers to apply in the EU country where they originally arrived.

Until December, the EU countries must prepare national plans for the introduction of the legislative changes, in accordance with today's guidelines of the commission. In the announcement of the EC, it is noted that the states have the opportunity to use support from the EU agencies and the European budget in the implementation of the necessary steps.
