Evgeny Krapivin, an expert in the field of law enforcement, explains in a commentary for NV how behind the "victory" in restoring the independence of anti-corruption bodies in Ukraine lies a "defeat" in the investigation of landmark cases.

On July 31, at an extraordinary session of the Verkhovna Rada, the people's deputies supported the presidential bill 13533, which restored the independence of anti-corruption bodies – The National Anti-Corruption Bureau (NABU) and the Specialized Anti-Corruption Prosecutor's Office (SAP).

This happened after thousands of protests in Kiev and other cities of Ukraine, which took place after the Rada adopted the previous bill by the head of state – No. 12414, by which NABU and SAP were actually subordinated to the Prosecutor General. Ukraine's European partners also called for such a thing not to be allowed.

It seemed that Zelensky had managed to cancel the problem. However, according to Yevgeny Krapivin, head of the “Law” department at the Laboratory for Legislative Initiatives, the new law has new problems. In particular, it changes the role of ordinary district and regional prosecutors, and the Prosecutor General, according to the expert, generally receives unlimited powers — he, in particular, will be able to withdraw criminal cases or simply close them.
