The Ministry of Interior has been subjected to total destruction in recent years. I admire these guys for continuing to work. This was said in the program “Na Fokus” on NOVA by the former chief secretary of the Ministry of Interior Kalin Georgiev.
“The pensioners who continue to work in the Ministry of Interior are not to blame for this system. Since the law allows them to do so, why shouldn't they take advantage of their right? Another question is how good this is for the system and how you can manage them, provided that they have received all the bonuses that a person receives at the end of their career”, commented Georgiev.
According to him, the 5,000 pensioners who work in the Ministry of the Interior cannot be removed with a magic wand. “It is assumed that they are experienced employees. It will take 10 years of training new employees to replace these people”.
“To carry out a reform, 3 very important things are needed. One is to know how to do it, the second is to know what you want to achieve, the third is to have financial and resource security. If you don't have one of the three things, reform is not reform, it's destruction”, believes the former Secretary General of the Ministry of Interior.
“The Ministry of Interior is a system that protects democracy, but does not practice it, because it is centralized and hierarchical. At least it was like that”, believes Georgiev.
According to him, there are no reforms because strong political will is needed. “The last such thing happened in 2009, when 7 main directorates in the Ministry of Interior became 4. The Main Directorate of the "National Police" and the Directorate General of the Anti-Corruption Bureau were formed”.
“The reforms in the Ministry of Interior are one worse than the other and one more insane than the other. But those who taught us how to make reforms in Western Europe have reformed their services so much that currently there are cities there where there are no laws. "It's not like that in Bulgaria," Georgiev explained.
According to him, the problems with petty and major corruption exist everywhere. "We also have guys who jump in and save people, we have those who escort pregnant women at risk to their lives. There are bad but also good employees."
"The laws are made so that the Ministry of Interior is a function of politics. Another issue is that there should be no political abuse of the department," he believes.
