- Unfortunately, whenever we pass through personal time intervals and eras, we have entered into serious constitutional crises.

But what is important now is how to get out of the current crisis into which the incompetence of embattled politicians has got us.

There is always a way out, but this requires a complete replacement of our political elite, which currently lacks any elitism and legitimacy. A complete replacement of the political class that does not own the class and most importantly a change in the model of local government. Why am I saying this? Because local self-government is at the base of this vicious pyramid, which periodically forms the same political subjects. How? By controlling the electoral process, of course. Long ago the police and economic power merged, long ago through the levers of state and local self-government the prosecutor's office, the court and the police were mastered. Capitals were concentrated in places in the hands of the local feudal lords - the municipal mayors and their circles of companies. They mastered and control the entire social, economic and political life in places. Dependencies are inversely proportional. The smaller the settlements, the more pronounced the dependencies. The way out. Mandate for municipal mayors. A topic that is always circulated before elections and always forgotten afterwards. This is also part of the goals that I - as the chairman of the NGO “Mandat” - have set for myself and for which I am working.
What unites us with colleagues from various civic organizations is the desire to change this model of governance. Because this model creates monsters, the human factor is irrelevant here. The model itself is a prerequisite for the development of a favorable environment for corrupt practices and addictions. If we follow the money trail, we will see that at the end of the chain are the municipal mayors. They themselves are a conduit for these practices and a major element in the feudalization of local society. Which, in turn, leads to the unprecedented political crisis we have fallen into, caused by the non-transparent and manipulated local elections.

- The responsibility lies entirely with the leaders of the political parties who created this institutional chaos. It is clear to any reasonable person that this government does not belong to Mr. Glavchev. This is another party project that serves all those who created this legal misunderstanding called constitutional reform. It is evident from the last days that the Prime Minister does not feel comfortable in his new role, and the decisions that are taken regarding the composition of the current government are chaotic and mainly serve party interests. Society is left with the impression that the rule of law has long been mastered and those who arrange the political puzzle are our well-known puppeteers.

- We will have elections on June 9, but we also have the scandal in the Ministry of the Interior. What a signal of fair elections that is…
- There are no fair elections in the Republic of Bulgaria. Once again, it is time for the local feudal lords - the municipal mayors and their circles of companies, to give thanks for the patronage provided by the political elite. In practice, during elections in small settlements there is no state. At least that's how people feel in places. During elections, the Ministry of the Interior plays the role of “heard us and saw us”. Election work is carried out, providing the necessary comfort for the electoral mafia, which has become a profitable business.

All this destroys statehood, destroys faith in democracy and human rights, prevents the creation of an alert civil society that is a corrective to the authorities!

In practice, on a national and local level, a circle of people is being created, sunk in corruption addictions, financial, economic, social and institutional, who, misappropriating the public capital, buy themselves elections and time. These circles are also the most interested in controlling the electoral process.
Local mayors themselves create favorable conditions for the development and enforcement of corrupt practices, and society accepts this as the “new normal”. This mimetic battle with corruption on a national level, practically conceals the outrages of the mayors and their administration, creates conditions for the development of companies close to the government, which absorb huge amounts of public procurement within a few years.
This capital forms all three pillars of this feudal local government, serving the systemic parties through a controlled electoral vote, and they are: the bloated and controlled municipal administration, in which only those close to those in power find a place, these same “organized voters”, voting, distort the vote and lead to a total reversal of public attitudes. In small settlements, the municipality is the largest employer or one of the largest.
Secondly, it is a public secret that companies that have received a public order return a large percentage of the sums received to the contracting party and to the party coffers. These large sums, returning to the assignor, become a powerful tool for paid votes for individual social groups, usually of low material status.

Last but not least, there is a misunderstanding in the Electoral Code, namely the organization of the elections by a municipal administration, which is a conflict of interest,

because they themselves are dependent on local government. Both their career growth and the salary and benefits they will receive depend on their loyalty.
With all these actions, local authorities become a “rubber stamp”, with which they stamp corruption and the next ticket for a new mandate both for themselves and for systemic political players.

There is no way that a systemic party, which controls a large part of local government representatives, can drop out of the political scene – on the contrary, through local self-government, it guarantees itself a permanent solid electorate.
The only ways to change this model are: effective work of the services, the police and the prosecutor's office in places, with the aim of preventing the buying and selling of votes, heavier penalties for buying and selling votes, removal of the people who organize the electoral process, especially those who are municipal officials, because they are in conflict of interest and change the electoral legislation, by separating the electoral administration unit. It is no coincidence that the battle at the national level is for control of the services and the Ministry of the Interior.

The very control of information flows, the use of qualified information and the use of the state to control smuggling channels has also become the “bone of contention” between entities in the governing "assembly",

which led to the fall of the "Denkov-Gabriel" government. The way out - mass voting, majority, for personalities and policies. And an independent electoral administration. Breaking the foundation of political mediocrity, the political system itself will collapse under its own weight.
It is time for the Bulgarian to understand that the choices we make today determine the future of our children. Because as it is said:
"We did not inherit this land from our ancestors, we borrowed it from our children and someday we will return it to them again.
It's time to think about what we will leave to our children!
It's time to choose!
