In the first days after assuming office, Minister Rosen Hristov had to justify the blocking of the gas connection with Greece. The Ministry of Energy initially denied that a protocol had been signed to cancel the election of the Supervisory Board of the company that operates the interconnector. However, the scandalous protocol of August 3, signed by the minister, exists.
Rosen Ivanov Hristov is the owner and manager of 5 companies as of August 2, 2022, when by decree of the President Rumen Radev was appointed acting Minister of Energy. The companies are: “Herkomers” Ltd. – in liquidation, “Variant Eco” Ltd. (former name – Mix Media Talents), “Alternative Construction Technologies” Ltd. (former name – Mix Media Cluster), “Ari International” EOOD and “Best Property Ideas” Ltd. There are also participations in other companies.
Rosen Hristov continues to be a manager in the companies even after assuming the post of minister. As of 11.08.2022, this circumstance has not yet been changed in the Commercial Register. In similar cases, KPCONPI initiates checks for conflict of interest. She was recently announced as Deputy Minister of Agriculture.
The law provides for a 7-day period in which a declaration of incompatibility must be submitted. When the presence of such is declared, there is an obligation to eliminate the incompatibility within a month. A declaration by the acting minister Rosen Hristov is still not available on the website of the presidency.
In 2017, Rosen Hristov registered “Ari International” Ltd., in which he is the sole owner to this day. Manager in the minister's company from 08.02.2018 to 12.04.2022 is Polina Bilokonna. She is the stepdaughter of Boyan Stefanov Chukov – full-time employee of the First Main Directorate of the former State Security, a graduate of the KGB intelligence school in Moscow. Chukov openly expresses his support for Vladimir Putin and is a member of the Board of the Federation of Friendship of the Peoples of Russia and the CIS.
Boyan Chukov is the son of an officer from RUMNO (military intelligence). He worked abroad under diplomatic cover and was a recruiter for the “revival process”. He was also a security adviser to Prime Ministers Sergey Stanishev and Plamen Oresharski, and in 2005 – In 2006, he was the executive director of the “Lev Corporation” related to Alexey Petrov. Inc.
This largely explains Rosen Hristov's actions as minister. But there are no consequences either for him or for his patrons who installed him in this post.
