The registration of parties for the CEC elections began, but with an unprecedented competition between the two factions in the DPS. Thus, two parallel teams accepted the documents of both formations, at the same time. Who is the DPS and who will participate in the elections? Is there a way out of this stalemate? Can the CEC resolve this case? These questions are answered by Tsvetelina Peneva from the Public Council at the CEC.
„We witnessed a situation that we had not seen before in the registration of political parties in parliamentary elections. Documents that were entered without a number with the same date and time were accepted," Peneva recalled.
In her words, from now on, the CEC must examine the submitted documents in detail and, if they are in order, must decide how the coalitions will be registered.
„We are facing a case in which both coalitions have the name and brand DPS in their name. And this is something that is not allowed by the Electoral Code," Peneva said. “The DPS name and brand should be present in only one of the two names of the candidates for the elections. Decisions of the CEC are made by a majority of 2/3 of the members present and are then subject to judicial review before the Supreme Administrative Court. Whatever the CEC decides about the documents presented today by the candidates for people's representatives, the final decision will be up to the court, Peneva explained. And he added that DPS can participate either in one or the other coalition. “Perhaps that was the reason for the race this morning”, said Peneva.
And he specified that only applications for registration were entered yesterday, not the registration itself. This is done with a decision of the CEC, which is pending. It is done on the basis of the documents and verification of the signatures of the citizens who supported the coalition.
If both the signatures and the documentation are in order, and the CEC excludes one of the two coalitions from participation, this is subject to appeal in court. Asked if there would be time for that appeal, Peneva said yes. “There is an order and procedure in which the Supreme Administrative Court very quickly meets and pronounces,” said Peneva.
She explained that it is also necessary to wait for the court's decision on the case with the decision of the CSO of the DPS, which has been attacked in court.
Peneva explained that Kornelia Ninova currently represents the BSP in terms of court registration and she must authorize or personally submit documents for the BSP's registration to the CEC.
„We are not aware that there is another representative, according to the decision of the SGS”, said Peneva.
She called on political parties to reach out more to their voters and say what policies they propose.
