Professor Rumiana Kolarova proposed the creation of regional census centers as a solution to improve honesty and transparency of the electoral process in Bulgaria. In an interview with the Bulgarian National Radio, she emphasized that this is an idea that experts have been insisting on for three decades.
"To make regional census centers. The parties cannot mutually control each other in more than 12 thousand sectional committees," said Professor Kolarova.
According to the expert, the first serious test for the newly elected deputies will be dealing with the doubts about the irregularities in the electoral process. "It is not only a question of referring to the Constitutional Court, but also of finding a consensus around the legislative change,", she pointed out, adding that it is necessary to create mechanisms against the falsification of electoral documents.
Regarding the election of the Speaker of the National Assembly, Professor Kolarova pointed out that this process should not be tied to the formation of a government. "These are two different majorities. Traditionally, the chairman of the National Assembly must be nominated by the largest parliamentary group," she explained.
As an example, Austria was cited, where despite the existence of a "sanitary cordon" against the Freedom Party, it won the presidency as the first political force.
"Discussions about the parameters of the budget can be a good platform for forming some kind of governing majority," commented Professor Kolarova regarding the possibilities of reaching an agreement between the parties.
