The first change regarding "horror homes" for the elderly is the criminal liability for the violators, and when social services are provided and this threatens the life and health of people, this also becomes a crime. The state will have the right not to stand outside waiting for the owners to unlock, but when there is modern legislation, to enter immediately and forcefully for inspections.

The number of inspectors to inspect the "horror homes" for the elderly will be increased from 50 to 80. Testimonies were taken from dozens of men and women living in the homes in the village of Yagoda.

Georgiyev explained that due to the lack of a weak state, all sorts of "gangsters" have thought they can do whatever they want. "We will reach each and every one of you, regardless of whether you are on the yellow cobblestones in Sofia, in Yagoda or in the Shumen region," the Minister of Justice threatened the "gangsters".
The feeling of impunity is spreading, as is the feeling that there is no state, he pointed out. Georgiev insisted on showing that the state is returning and is in its place.
Georgi Georgiev also stated that the property mafia has many tentacles in the state. "The rotten apples are a small part of what happens in the judicial system", he commented and specified that one cannot "slander" an entire system, given that there are many good people working in it.
