European Commission President Ursula von der Leyen is engaged in intensive discussions to find a solution for financing Ukraine, UNIAN reports. The plan is to reach an agreement on allocating 90 billion euros to Ukraine over the next two years. According to a media correspondent, von der Leyen stated this before the start of the European Council meeting in Brussels.
"We have one ultimate goal of this European Council – and that is peace for Ukraine. Peacekeeping force, and for this Ukraine needs reliable financing for the next two years - for 2026 and 2027", von der Leyen emphasized.
According to her, the European Council is committed to achieving this goal.
"For the last time, we will close Ukraine's financial deficit for the next two years. We are talking about the necessary 137 billion euros. This is our own assessment and that of the IMF. And we intend to cover two thirds of this amount - 90 billion euros", von der Leyen recalled.
The President of the European Commission added that he had proposed two options for making a decision on financing Ukraine. One option is financing through the European Union budget, and the second option is a reparations loan.
She announced that there would be a discussion today on which of these two options to choose. "These will be intense discussions for me", von der Leyen said.
According to her, the main outcome of this day should be the adoption of a decision on Ukraine's financial security for the next two years.
"We will not leave the European Council without a decision on the financing of Ukraine for the next two years and one of the two options must be agreed at the European Council", von der Leyen stressed.
Furthermore, the President of the European Commission responded to Belgium's concerns about the use of frozen Russian assets in support of Ukraine.
"It is absolutely understandable and I support the fact that if we approve a reparations loan, the risk should be shared by all of us. This is a matter of solidarity, a fundamental principle of the European Union," she said.
