Reuters has published the text of the draft agreement that Ukraine intends to present to Russia during the upcoming peace talks in Istanbul, BTA reports. The document sets a clear framework for ending hostilities, building trust and achieving long-term security with international participation.

Main principles of the Ukrainian proposal

1. Immediate and unconditional cessation of hostilities

The proposal calls for a complete ceasefire on land, air and sea for at least 30 days, with the possibility of an automatic extension of the ceasefire. This is a key prerequisite for progress in the peace talks. Compliance will be monitored by the United States with the participation of third parties.

2. Humanitarian and confidence-building measures

  • Immediate return of all deported and illegally displaced Ukrainian children.

  • Release of all civilian hostages held by Russia.

  • Continue the exchange of prisoners of war on an “all for all” basis, starting after the Istanbul talks.

3. International guarantees and security

Ukraine insists on strong international guarantees for its security. Representatives of Europe and the United States will participate in the negotiations. Any future agreements must include mechanisms for monitoring, implementation and sanctions for violations.

4. Preservation of sovereignty

  • Ukraine must freely choose its foreign policy path, including the pursuit of EU and NATO membership.

  • No restrictions on its armed forces or the deployment of allied forces on its territory are permitted.

5. Territorial issues

Russia's gains after 2014 will not be recognized by the international community. Talks on territorial disputes will be held only after a complete ceasefire, with the current line of contact serving as a starting point.

6. Sanctions and reparations

  • The lifting of sanctions against Russia will be gradual and only if the agreements are met.

  • Frozen Russian state assets will be used to repair the damage or will remain blocked until reparations are paid.

7. Roadmap and monitoring

It is necessary to prepare a balanced and realistic roadmap for implementing the agreements, with clear stages, verification mechanisms and responsibility for non-compliance.

Next steps and leadership meeting

After the Istanbul meeting, negotiations are planned to continue with international participation. They will focus on:

  • a definitive cessation of hostilities;

  • confidence-building measures;

  • preparation for a leadership meeting between the presidents of Ukraine and Russia.

This meeting will discuss and agree on the final terms of the peace agreement, including:

  • A long-term cessation of hostilities and a verification mechanism
