The crash site was "incredibly shocking" for rescuers, Paul Lyneham, a senior officer with Victoria Police, told a news conference.
"Any loss of life is significant, but when it comes to children, as a parent, it affects me personally and I sympathize with the parents, learned that their children were injured," he said.
A child with serious injuries was transported to a hospital by air ambulance. Ten other people were taken to the hospital for treatment, including the 76-year-old driver, but he has since been released. is now assisting police in the investigation of the crash, state officials said.
"The exact circumstances are unknown. We will take everything into account - from the bus to the conditions at the time," Lineham said.
