Constitutional changes are needed to reestablish the prosecutor's office. We cannot expect assistance from within, because the prosecutor's office will always say, "we are fine, we work in the public interest". We cannot fire all prosecutors. Something must be done on the subject, because otherwise it will continue to be an organized crime group, Bozhidar Bozhanov, former Minister of Electronic Governance and co-chairman of "Yes, Bulgaria", part of the PP-DB coalition, said in an interview with the Bulgarian National Radio.

In the program "Sunday 150" he commented on the decision of the National Assembly to stop the export of fuels - diesel and jet fuel - until it is decided what will happen to the sanctioned "Lukoil" refinery, as well as the future of the cabinet and the ruling minority.

"We submitted the vote of no confidence with an argument, which Borisov later confirmed - – "there are illegitimate influences in the ministry". We will not, like other parties, hold votes every week, because that calms the ruling party. What we will do is criticize every fundamental mistake and show an alternative. And there is criticism against us - – "opposition, you are not up to the task". We are proposing packages of right-wing measures and a completely new law on AI, while Borisov is kicking a robot puppy. As the opposition, we will show that there is an alternative to this government, even though it says – "Well, we can't do it, but someone will", Bojanov commented.

According to him, the government will fall when it makes even more mistakes and someone from within decides to push it:

"We will shake it with all the instruments of parliamentary democracy. We saw that the vote of no confidence did not shake it, it even stabilized it."

Bozhanov said that the government has either a very secret plan for "Lukoil", but "rather there is none" and that's why they don't get answers to the important questions they asked, what will be done from now on.

Since the sanctions were imposed, they have asked the question three times in two weeks:

"We requested a hearing three times, once in a committee, in a plenary session and on Friday, after the moratorium was imposed, to see what the plan is? Is there such a plan? We were denied all three times. One option is that the government has a secret plan, but it is more likely that there is none, which is worrying."

And he believes that the government is creating conditions for uncertainty.

"First, they don't show that they have a plan and secondly – "The proposal they submitted should not have been voted on in the National Assembly, but could have been a decision of the Council of Ministers, to stop the export of diesel and aviation fuels," the co-chair of "Yes, Bulgaria" pointed out.

He also explained what their strategy is:

"What we are stating as a strategic opposition is that Lukoil should be sold to an owner who is not connected to the Russian Federation, because unhealthy Russian interests are being pushed through it and through this serious influence on the Bulgarian economy. First, we need to see what can be done with the state's golden share - with the member of the Supervisory Board and based on the information, decisions can be made. And secondly, this should be related to a guarantee for the acquisition of the refinery. We can't just appoint a special manager, and it's not tied to the sale to a non-Russian owner."

According to Bozanov, with poor management or lack of a plan, all kinds of risks are possible for fuels in our country. And he predicts that the future of Lukoil will certainly lead to a shake-up of this market and budget changes.

About the draft budget for 2026, he said:

"For the parameters that have come out so far, we expect them to be dissuaded and it seems that this will be the budget with the greatest tax and social security burden." And he commented on the proposals made by the PP-DB for the budget for 2026.
