The Ombudsman attacks the text: No technical inspection of the car in case of unpaid road fines

The Ombudsman Velislava Delcheva described the change as “unconstitutional“, and the industry as “effective“ against the war on the road.

Through an electronic system from next spring, fines will reach the points for annual technical inspection.

According to the texts adopted in this way, every established road violator will fall under the blows of the law.

According to the Ombudsman, however, the change violates basic constitutional rights - the right to free movement, property and labor. The Public Defender is already attacking the text in the Constitutional Court.

The argument of road experts is that there is no other way to reduce the number of accidents than to reach into the pockets of Bulgarians.

„Even if the most perfect traffic law in the world is made, if it is not respected and if the fines from it are not imposed, the feeling of impunity remains. Waiting for the statute of limitations to expire, this is money that does not enter the budget, and as you all see, the main task is to fill the hole in the budget. And because of such violators and road hustlers who do not pay their debts, the state is starting to raise insurance taxes on absolutely all citizens,“ commented Rumen Dunev, a road safety expert and former racing driver.

If the Ombudsman's complaint is overcome, the change will come into effect from May 2026.
