According to the Constitution of the Republic of Bulgaria, the appointment of ambassadors is carried out by presidential decree on the proposal of the Council of Ministers - this is stated in the position of President Rumen Radev, distributed by the press office of the head of state.

"During the government "Denkov - Gabriel" I was strongly suggested to appoint Nikolay Nenchev as the Bulgarian ambassador to Ukraine. I categorically refused, as the candidate in question does not possess the necessary professional qualities and training for this important post," the president said.

"Instead of proposing a candidate for ambassador of Bulgaria to Ukraine, the Ministry of Foreign Affairs decided to appoint Nikolay Nenchev as the new "temporary manager" our embassy in the country. This is an unjustified lowering of the level of diplomatic representation and a gross circumvention of the Constitution and the established procedure for the appointment of heads of our foreign missions", the head of state also stated.

"I call on the Ministry of Foreign Affairs to strictly observe the Constitution and the established procedures for appointing the heads of Bulgarian embassies abroad. I expect the Council of Ministers to offer me a candidate for the post of ambassador to Ukraine with proven qualities and professional expertise," added Rumen Radev.
