A Russian delegation, led by Russian President Vladimir Putin's advisor Vladimir Medinsky, arrived at the "Ciragan" Palace in Istanbul today to participate in negotiations with Ukraine, Reuters reported, citing the Russian agency RIA Novosti, BTA reports.
Both the Ukrainian and Turkish delegations arrived on site. The talks will be chaired by Turkish Foreign Minister Hakan Fidan.
