The European Commission (EC) proposed an EU budget for 2025 . of EUR 199.7 billion, which is EUR 10.3 billion more than the budget for 2024, of which EUR 15.2 billion - for aid to Kyiv and EUR 1.8 billion - for military needs , the announcement said. the draft budget circulated by the EC, which must be approved by the Council of the EU and the European Parliament.

The EC proposed to allocate EUR 4.3 billion from the budget of Ukraine in 2025 in the form of grants and EUR 10.9 billion in the form of loans. In addition, it is proposed that “EUR 1.8 billion (about 1.1% of the EU budget) be spent on military spending, including “EUR 1.4 billion to boost military industry and military research and “ EUR 244.5 million for military mobility projects. i.e. the development of the EU transport system for the transfer of reinforcements to the borders with the Russian Federation.

It is important to note that we are talking about the budget of the European Union, an organization that has never had a defense spending position before.

These funds supplement the defense funds of each individual EU country, most of which have already increased their spending to 2% of national GDP in line with NATO requirements. The largest expenditure item in the EU remains the expenditure under the Common Agricultural Policy aimed at supporting agricultural production in the EU countries in 2025, they will amount to 53.8%; At the same time, if traditionally agricultural expenditure in the EU was up to 40% of the budget, now the volume has decreased to 27%.

The second item is the costs for the development of the depressed regions of the European Union, the so-called EU Cohesion Fund - for these needs it is proposed to allocate EUR 49.2 billion, the Eastern European countries of the EU and the Baltic States are financed by the EU budget.

A further EUR 16.3 billion is proposed to be allocated to EU partner countries for investment projects abroad and strengthening the EU's influence in other regions, including through neighborhood programs in post-Soviet countries.
