Floods on the Southern Black Sea Coast are not the result of poor design of the old complexes, but of the subsequent development of adjacent territories. The project for the construction of the Finnish settlement in the resort “Elenite“ began during socialism, as part of a national program for the development of marine tourism. The settlement was designed on a slope with natural water drainage, which prevents the danger of flooding. This was announced to Lili Marinkova in the studio “FAKTI“ and the program “Conversation“ by arch. Vladislav Nikolov.

“When the Finnish settlement was built, the terrain was chosen so that there was no risk in the event of intensive rainfall. The current rains are on the scale of those in 2003 - phenomena that occur once every 20 or 30 years. The water problems in the area come not from the initial construction, but from the later adopted territorial development plan (TUP), which expanded the development area. The new plans include parts of the forest fund and ravines, which are natural water catchment areas. The adoption of this plan has allowed the urbanization of the adjacent territories, without taking into account the water catchment nature of the area“, the expert pointed out.

“Currently, the documents are in the Nessebar Municipality and the Ministry of Regional Development, where an expert council is checking their reliability and compliance with the law. It is expected that the results of the inspection will serve as the basis for a possible investigation. The complex itself was built according to safety standards at the time, but subsequent changes in the development plans have led to the appearance of new buildings in risk areas. This is a systemic problem of "The Black Sea Coastal Planning. A complete revision of the territorial development plan is necessary to prevent future incidents and damage," the guest added.
