With 119 votes "for", the MPs adopted on second reading the changes to the Law on Promotion of Investments related to the sale of "Lukoil", Nova TV reports. The proposal to include a new item on the agenda was made at the beginning of the session by the Speaker of the National Assembly Natalia Kiselova.
She explained that the urgency is related to the need to increase national security in order to guarantee the continuous operation of strategic infrastructure for Bulgaria.
In early October, the parliament adopted on first reading the sale of assets of the Russian oil company „Lukoil" in Bulgaria to take place only after a decision of the Council of Ministers upon a positive opinion of the State Agency for National Security (SANS). The amendments to the Investment Promotion Act, submitted by deputies from GERB-SDF, “DPS-New Beginning“, “BSP-United Left“ and “There is such a people“ (ITN), were approved with 114 votes “for“, 83 “against“ and two “abstentions“.
The draft law provides for SANS to conduct a preliminary study and provide a written opinion before carrying out distributive transactions with company shares and shares from the capital of “Lukoil-Bulgaria“ EOOD, “Lukoil Neftochim Burgas“ AD, “Lukoil Aviation Bulgaria“ EOOD and “Sustainable Energy Supply“ OOD, as well as with corporate rights, shares or stocks in other legal entities in their ownership structure. They must be registered on the territory of Bulgaria or in a third country, owned by “Lukoil“ OJSC, Russia or its related parties. Also before carrying out disposal transactions with real estate, as well as with movable property and facilities intended for processing, production, storage and sale of oil and oil products.
