Daniel Valchev: Rushing does not lead to anything good. The same laws change very often - 1

Legislative changes are very fast and poorly thought out. Unfortunately, the same laws are changing. This is what the chairman of the Legal Barometer project, Prof. Daniel Valchev, said in the morning block of BNT.

He specified that the new issue of "Legal Barometer" refers to the last 6 months of last year. According to him, during these six months, there are laws that have been amended seven times every 40 days, such as the Excise Law, the Judiciary Law and others.

He still drew attention to the fact that a large part of the legislation is normal, but unflattering examples continue to develop and seem to multiply.

"From the point of view of the legislation, it appears that it does not matter much whether the persons are new or old. What happened, continues to happen", comments Prof. Valchev.

He also commented on the amendments to the Law on Protection from Domestic Violence, which the MPs adopted and noted that giving a definition of an intimate relationship is not a simple task.

"In the beginning, the idea was that it was a relationship between two people. This was quite sufficient for a competent judge to determine when such a connection existed. Someone raised the question of whether a one-time intimate relationship could lead to legal consequences. Then it began to be argued how long this relationship should last. From here arose the other big question, which, thank God, is not settled in this legal definition - from when are these 60 days counted, from the first shiver, from the first kiss or, if you don't have a red dot, I'll stop guessing already", commented Prof. . Valchev.

The teacher also commented on a law whose title he defined as dramatic. It is a matter of the Control Law on the Implementation of Restrictive Measures in View of Russia's Actions Destabilizing the Situation in Ukraine.

"This law has three changes that took place within three months. It was decided that additional fees should be imposed on "Gazprom". In the end, it turned out that "Bulgartransgaz" he has to pay for these things. In mid-November, it was corrected that "Gazprom" to have to pay them, and in mid-November all this was canceled with retroactive effect.
