After the death of a woman in a dentist's office: An inspection by "Medical Supervision" showed violations

The "Medical Supervision" Executive Agency (IAMN) has completed its self-referral investigation regarding the deceased woman in the dentist's office in the city of Blagoevgrad. The case is from May 23, when a 61-year-old woman went to the dentist's office for a routine procedure.

In the course of the inspection, the IAMN inspectors found the following facts and circumstances:

1. Violation of Ordinance No. 50 of November 26, 2010 for the approval of the Medical Standard "Oral Surgery", in the part of item 10. "Requirements for interdisciplinary consultations and activities in the treatment of surgical patients, item 10.1." Mandatory consultations:… 10.1.2. Doctor with specialty "Cardiology” in patients over 18 years of age.”;

2. Violation of Ordinance No. 50 of November 26, 2010 for the approval of the Medical Standard "Oral Surgery", in the part of item 5.2.3. “Clinical review for operative risk assessment: … 5.2.3.6. In the case of indications for surgery and making a decision to perform such, appointment and conduct of medical measures is required – preparation for surgery with the aim of ensuring the optimal health status of the patient and reducing the operative risk. Preparation for surgery includes the medical, physiotherapeutic and other means and measures prescribed by the consultant and the surgeon regarding: … b) anti-allergic preparation for anamnestic data and after previous testing;

3. Violation of Art. 89, para. 1 of the Health Act, according to which “In surgical interventions, general anesthesia, invasive and other diagnostic and therapeutic methods that lead to an increased risk to the life and health of the patient or to a temporary change in his consciousness, the information under Art. 88 and informed consent shall be provided in writing”, in connection with Art. 88, para. 1 of the Health Act.

Administrative criminal proceedings will be instituted for the detected violations, in accordance with the competences of the "Medical Supervision" IA. The Minister of Health is notified by letter of the results.
