A presidential republic is dangerous. Cabinet with experts, program cabinet, etc. means hiding the politicians and that is not effective governance. Impolitical or expert management will further complicate the situation and will not be successful.
This stated before "The day begins" on BNT Toma Bikov, deputy from GERB-SDS.
Bikov recalled that at the very beginning of this NA GERB-SDS invited all PGs to consultations.
There are two ways in this rather fragmented parliament of seven political forces.
„The first is the maximally wide range of political forces to participate in a general coalition government with an agreement, as is done according to the rules. The second option is inevitably to go to early elections, because that's how the citizens arranged us”, explained Bykov on BNT.
After we made this proposal of ours, DPS and ITN responded. PP-DB categorically said that they do not want to come and hear what we offer. ITN told us that they are ready with the third mandate to form a government with a different formula – expert office.
„We are in a political crisis, the exit can only be made with political decisions.
Cabinet of experts, program cabinet, etc. means hiding the politicians and that is not effective governance. Non-political or expert management, as I call this type of government, will complicate the situation even more and will not be successful”, Bikov is categorical.
He stated that imposing the thesis that GERB and DPS are one entity is propaganda. “This thesis was categorically rejected yesterday. It was said that we were buying MPs, but in the end it turned out that instead of splitting other groups, 15 MPs from the DPS did not vote for the government, Bikov said, quoted by BGNES.
Regarding the DPS processes, he said that
didn't hear Ahmed Dogan's analysis, only what Ramadan Atalay announced.
„Every serious political power wants to sign an agreement and participate seriously in governance. Managing GERB and DPS is neither theoretically nor practically possible in this parliament. We have a total of 115 deputies, and we need 121. This is what the math shows. The geometry shows that such a government would have no legitimacy in a parliament of 7 formations. To be legitimate, it must be supported by at least 3 formations”, Bykov stressed.
He also pointed out that DPS is a complex enough party to analyze it only on the basis of what we have seen on the surface. “On other occasions there have been tensions with the DPS, as was the case with Lyutvi Mestan. This is their internal problem, and we have a position not to interfere in internal party problems,”, said Bykov. At the same time, he emphasized that DPS is a systemic party that should not be excluded from the equation.
Bikov stated that the talk of a presidential republic has already appeared, although he himself is a supporter of parliamentary democracy. “A presidential republic is not a suitable model. I am very worried about what is happening”, Bykov emphasized.
