Passing an annual technical inspection only after paying traffic police fines is very a good idea, because every car in Bulgaria must pass a technical inspection. Just as a person cannot pass a technical inspection if he has not paid his local tax to the municipality, it is absolutely normal if he has obligations to the "Traffic Police". – to pay for them".
This is what Vladimir Todorov from the Bulgarian Association of Accident Victims said on NOVA NEWS.
"The fines must be collected. Everyone pays for the pleasure of breaking the rules. Violation of the rules leads to death," says the road safety expert and former director of the Traffic Police – Sofia Alexi Kesyakov.
According to Todorov, the technical inspection points themselves will not be responsible for demanding payment of the fines, but will only check in the system whether they have been paid or not.
"We need to stop protecting the offenders and think about the victims on the roads. The more fines are paid, the more it feels like there are rules. We have to get used to the fact that if we follow the rules, there will be no negative consequences. In the last 30 years, the Bulgarian treats the rules very nihilistically", he also pointed out.
According to Vladimir Todorov, changing the maximum speed on highways from 140 to 130 km/h will not solve the problems with road safety. "The measure will not be effective, even if it is introduced, because there is no one to control the speed on the highways,", he also said.
