Prof. Kiselova: Rumen Radev will not delay the handing over of the PP-DB mandate, and there are two reasons for this  - 1

"We continue the change-Democratic Bulgaria" (PP-DB) yesterday asked the president to delay the handing over of the second mandate by three months.

"The president has a role in the formation of the government. The submitted request affects the work of the National Assembly. The president must be convinced if there is an effort to form a government," commented constitutional law teacher Assoc. Nataliya Kiselova in "Bulgaria Morning".

The President will not delay the delivery of the mandate?
According to her, Rumen Radev will not delay the handing over of the mandate, and there are two reasons for this. The first is political - "communication between the PP-DB and the president is burdened with deteriorating relations". The second reason is the Constitution, which has separated efforts to form a parliamentary majority and the procedure for forming a government as separate lines of conduct.
"I will see this week how the situation looks like in the National Assembly. A draft declaration will be submitted. Each of the parliamentary groups is committed to participating in the listed proposals for laws and decisions. This does not mean that they cannot also support independents. Acad. Denkov stated that there is no one behind the independent people's representatives and they have no political commitment. The days until the end of the parliamentary week will give us an answer whether the president will grant an extension", Assoc. Kiselova also told Bulgaria ON AIR.

It's getting hotter in the political arena
"Whatever the Constitutional Court does, the president will not comply with the decision of the Constitutional Court and will follow the rules. If he gives a chunk of time to the PP-DB, the risk of being accused by the other groups of having a preferential treatment could send him into the scenario of being accused of not respecting the Constitution,", the professor of constitutional law emphasized.
"You cannot expect that a caretaker government dominated by GERB and DPS, covertly, of course, will not sabotage the efforts of the National Assembly. You decide, it can be very proactive. Each of the parties must see its own interest. They cannot at all costs want only their proposals to be supported and nothing else to be included. This is not a good starting point for negotiations", according to Prof. Kiselova.
