After it is already clear that a government cannot be formed, the president must issue a decree to schedule new parliamentary elections to be held within two months. However, it does not begin to run after the decree is issued, but from the moment it becomes clear that the third attempt to form a government has failed. The other duty of the president is to form a cabinet. This is what the professor of Constitutional Law, Orlin Kolev, said in the program “Your Day” on NOVA NEWS.

„On the occasion of the future interim government, after consultations with the parliamentary groups and on the proposal of the future prime minister, the president must issue a decree to form an interim government. In order to have a proposal from the future caretaker prime minister, we must first have his consent. The candidates for this post are very limited”, Kolev also explained.

He also reminded who are the persons who may be elected prime minister – the speaker of the National Assembly, the governor and deputy governors of the BNB, the chairman and deputy chairmen of the Audit Chamber and the ombudsman and his deputy.

„In practice, the choice will come down to the governor and deputy governors of the BNB, the chairman of the National Assembly and the chairman or vice-chairman of the Audit Chamber”, the constitutionalist also said.

He added that it is possible for Glavchev to remain prime minister, regardless of whether he agrees or not. “Even if he expresses disagreement and resigns, if there is no one to replace him, there is no way to replace him”, Kolev also pointed out.
