The Mayor of the Capital Municipality, Vasil Terziev, will commission an inspection of all roof structures of municipal schools, kindergartens, hospitals and sites with photovoltaic installations, BNR reported.
Direction "Architecture and urban planning" (NAG) to the Capital Municipality drew up a finding protocol for the initiation of a procedure under Art. 195 of the ZUT, according to which mandatory instructions will be given to take subsequent actions in order to strengthen, restore or remove the already destroyed building of the New Bulgarian University.
„In this case, we are carrying out a reconstruction, for which, by law, a building permit is not required for the university hall, and during its execution, the entire roof falls, together with all the photovoltaics on it. During the inspection, together with DNSK, it was established that it was not a question of an accident during construction, it was not a question of illegal construction, but we have a change of the interior of the hall, legally installed photovoltaics on the roof and a collapsed roof together with the photovoltaics themselves. Therefore, the necessary actions were taken – a finding protocol was drawn up by the Municipality in order to subsequently issue an order under Art. 195 ZUT for specific instructions”, commented arch. Bohdana Panayotova, Senior Vice President chief architect of the Metropolitan Municipality.
After the inspection and analysis of the entire situation, it turned out that on all existing roofs of the university, including the Auditorium, which is the subject of the inspection, the construction of a photovoltaic park with a capacity of 250 kW is permitted, according to Art. 147 ZUT.
An order to restore, strengthen or remove the already destroyed building is pending.
The management of the NBU provided the examiners with all the documentation related to the undertaken renovation, including the interior design and the contract with the construction company.
„The great tragedy was that the roof fell now, during the repair work, and not afterwards, when the hall could have been full of students,” said arch. Panayiotova.
