"I hear all sorts of crazy ideas from the BBR type doing business parks in Blagoevgrad - things that are again a waste of money without a clear result and any other, even social programs that went too far. You have to consider the possibilities that you can do, it is not good to have a series of deficit budgets. I understand 2020 was the year of the pandemic, then a deficit was needed to buy time. It turned out that the effect on the economy was smaller".

This is what the financier and banker Levon Hampartsumyan said in the studio of "The Day ON AIR".

He recalled that after that came the war in Ukraine, but again the effect on the economy was not so dramatic.

"Now we have no occasion to make deficit budgets. Elections are not a legitimate occasion, because the deficit budget makes sense when you buy time in uncertainty, or when you have to make some super investment that will pay off in the next 100 years. But we don't see such things, we see nagging, small agendas here and there. This is not good, because the world is currently being rearranged," Hampartsumyan added for Bulgaria ON AIR.

In his words, this is not the first time the Ministry of Finance has evaluated the wishes of everyone who has them and can state them.

"We may end up in a spiral when we try to give high wages to low-skilled people, causing investors to leave the state. Others will stop investing or have second thoughts. There are successful countries where taxes are high. If things accumulate - there is a critical mass, then Bulgaria becomes a not particularly pleasant place to work and live", the guest stressed.

The financier believes that the Recovery and Resilience Plan was written incorrectly.

"It is too industrially incompetent because of certain companies and people who were able to change and write. And every time it is not based on industrial logic. It is based on whose lobby prevails at the moment. Not bad, but the result could have been much better. There is no thinking about what to do with the essential problems of the state", commented Levon Hampartzumyan.

According to him, one of the most important problems is that between half and 1 million of people who are of working age neither study nor work. And this problem can be solved with long-term projects.

"For these outrages to happen in theaters means there are networks of supporters in high places. A significant part of the private sector is taking care of its work, it has adjusted itself very quickly, but this is not enough. The state's job is to provide the infrastructure for life," Hampartsumyan is emphatic.

He added that politicians should lead public opinion, not follow it: "People are not tired of voting, they are tired of the same faces coming out with the same words and ideas.
