For the first time, a Budget Law is being introduced that does not comply with the legislative framework, i.e. it is illegal and should not be able to be submitted to the National Assembly and be considered.
This was told to the Bulgarian National Radio by financier Lyubomir Datsov, former Deputy Minister of Finance and member of the Fiscal Council.
"As a result of the inertia of the wrong decisions that were made in the last few years, the distortions in the budget lead to the fact that the deficit can hardly be brought under control," he emphasized.
The Eurozone is already a mirage, the financier believes.
"We do not have price stability, which is the criterion for inflation. And the state of the budget is such that we cannot believe that we will have a budget for 2025 that will meet the 3% deficit criterion if it is implemented in the form in which it was submitted, because it has an approximately 6% real deficit. Some of the budget parameters must be significantly not met in order to achieve entry into 3%".
According to Datsov, half of the parameters of the 2025 Budget, especially in the revenue part, are absolutely desirable.
"When you look at the calculations that have been made, it is as if one or two years have been missed and we have moved to 2026 or 2027 and then the revenue part corresponds to what will happen in two years. This is clear why they are doing it - because they are patching up the situation. They do not want to make political decisions, for example, to stop the formulas on the basis of which income is raised in the budget for the next year. "They have some goals and have planned a double increase in capital expenditures, even though they were unable to implement the capital program this year," commented Datsov.
According to him, there is no legal problem in implementing the Budget Law without some special act, such as the one submitted by the government.
