From the very beginning, the public position of "We continue the change - Democratic Bulgaria" was that the prime minister should be a figure equidistant from all participants in the coalition agreement. The Bulgarian Democratic Party redefined this definition and spoke of a mutually acceptable figure. The Bulgarian Democratic Party set a requirement that the agreement between the prime minister and the ministers be at the end of the negotiations. For GERB, the logic turned out to be the opposite. They nominated Zhelyazkov not only as a candidate for prime minister, but also as the leader of the negotiating team. This was stated by political scientist Ognyan Minchev on the program "The Day Live" on Nova News.

In his words, this is a traditional attempt at arm's-length on both sides.

When we talk about which party will do what, we must know that each of them is not completely free. On the part of GERB, there is some pressure from the party structure on its leadership. On the other hand, DB does not have complete freedom to make decisions, it is part of a coalition. It is not certain whether PP would join a governing agreement. It remains to be seen which of the parties will prevail in imposing its agenda, the political scientist pointed out.

If GERB forms a government with only ITN and BSP-OL, it will be a minority cabinet. It will depend on 20 MPs, which will be flexibly procured. It is possible that other parliamentary groups will provide more sustained support. It has been heard that APS would support a similar formula, but under what conditions it is not known. This is a short and unstable option for forming a government. It would be much better if they reached an agreement with the DB, Minchev added.

Regarding Dzhevdet Chakarov's proposal for public negotiations for a government, the political scientist commented: They cannot be public, unless it is a PR campaign. So that APS can legitimize itself as the successor of the old MRF. To what extent Borisov can accept this agreement - remains to be seen. APS's support will put on the agenda the issue of the balance and the difficult relationship between the two wings of MRF.

The request for immunities for PP representatives will harden the party's position towards negotiations for participation in a possible cabinet with GERB, Minchev believes.
