The BSP National Council approved the proposal of the Executive Bureau of the party coalition „BSP-UNITED LEFT” to sign an Agreement on State Governance, jointly with the „GERB-SDF” coalition and the PP „Ima takiv narod”, to form a nationally responsible government. The decision was made with 102 votes „for”, 13 „against” and 7 „abstains”.
The National Council gave a positive assessment of the left-wing policies included in the document, agreed upon by the contact group of the socialists. The main emphasis in it is to highlight the quality of life of people as a top priority with a focus on healthcare, education and the development of the labor market.
The idea of working to create quality educational, health and social services for children and families and combat child poverty, reduce social inequalities, and provide effective support for vulnerable groups is also embedded.
In the prepared agreement, the parties commit to protecting the welfare state, ensuring greater fairness, including through a review of the revenue system, as well as steps for financial decentralization.
The National Council also gave a mandate to the parliamentary group of “BSP-UNITED” to support the structure and composition of the Council of Ministers of the Republic of Bulgaria and approves the candidacies of: Atanas Zafirov Zafirov for Deputy Prime Minister, Ivan Valentinov Ivanov for Minister of Regional Development and Public Works, Borislav Gutsanov Gutsanov for Minister of Labor and Social Policy, Manol Trifonov Genov for Minister of Environment and Water, Ivan Maksimov Peshev for Minister of Youth and Sports.
Atanas Zafirov Zafirov - 53 years old. He graduated in “Bulgarian Language and History” at the Veliko Tarnovo University “St. St. Cyril and Methodius”. He holds a master's degree in “National Security” from the “G.S. Rakovski” Military Academy in Sofia and in Finance from the Veliko Tarnovo University “St. St. Cyril and Methodius”. With qualifications in political science and political management at NBU and the Bulgarian School of Politics.
Member of Parliament from the Bulgarian Socialist Party in the period 2013-2017 and from 2021 until now. Chairman of the Defense Committee in the 46th and 47th National Assembly. Co-chairman of the Parliamentary Group of „BSP - UNITED LEFT" in the current 51st National Assembly.
Deputy Chairman of the BSP since 2020 and acting Chairman since June 2024. Chairman of the coalition „BSP-UNITED LEFT".
Ivan Valentinov Ivanov - 49 years old. Graduated in „History" from Sofia University „St. Kliment Ohridski" and “Law” at the Veliko Tarnovo University “St. St. Cyril and Methodius”. He holds two doctoral degrees: Doctor of History and Doctor of Science in Information Process Management. Member of Parliament from the Bulgarian Socialist Party (since 2013).
Minister of Agriculture and Food from 2021 to 2022. Chairman of the Committee on Agriculture, Food and Forestry in the 50th National Assembly. Deputy Chairman of the Parliamentary Group of the “BSP - UNITED LEFT” in the current 51st National Assembly.
Borislav Gutsanov Gutsanov - 57 years old. Graduate of the Higher Naval School “N. Y. Vaptsarov” in Varna, as well as the Military Academy “G.S. Rakovski” in Sofia. In 2021, the VA “G.S. Rakovski“ – Sofia awarded him the educational and scientific degree "doctor" in military-political security problems.
Former Chairman of the Municipal Council of Varna. He was Chairman of the Board of the National Association of Chairmen of Municipal Councils in the Republic of Bulgaria.
Member of Parliament from the Bulgarian Socialist Party (2013-2014 and from 2021 to date). In the 42nd National Assembly, he was Chairman of the Committee on Regional Development and Public Works. In the 47th National Assembly, he headed the Committee on Transport. In the 50th National Assembly, he was elected Chairman of the parliamentary group of “BSP for Bulgaria“.

Manol Trifonov Genov - 64 years old. Graduated from the Plovdiv University “Paisiy Hilendarski” (specialty: “Russian Philology”). He holds a master's degree from the “Dimitar Tsenov” Academy of Economics in Svishtov (specialty: business management).
BSP MP since 2014. Deputy Chairman of the Parliamentary Group of “BSP - UNITED LEFT” in the current 51st National Assembly. Chairman of the Temporary Committee for Establishing All Facts and Circumstances Regarding the Problems of Water Deficit in the Country.
Currently, he is the Regional Chairman of BSP-Plovdiv and a member of the National Council of BSP. Former Deputy Mayor of Asenovgrad and Municipal Councilor. Since 2014, he has been a member of the Environment and Water Commission, serving as its Deputy Chairman 4 times, and as its Chairman in the period 2021-2022.
Ivan Maksimov Peshev - 38 years old. Has a higher education in Trade Economics. Municipal Councilor in Sofia since 2019. Deputy Chairman of the Committee for Children, Youth and Sports in the Sofia Municipal Council in the period 2019-2023. In the current SOS he is Deputy Chairman of the Committee on Economy, Property and Digital Transformation. Deputy Chairman of the City Council of BSP-Sofia.
