Limit the issuance of uncertified copies of notarial acts from the Property Register to persons without a legal interest. This will be a serious deterrent to attempts at property fraud. This was stated by the Minister of Justice Georgi Georgiev during a working meeting to counter property fraud, quoted by the press center of the department.
„Currently, anyone can obtain a copy of a foreign notarial act and thus gain full access to sensitive information such as personal identification number, address, bank accounts of the parties. This creates great opportunities for abuse, which has been confirmed by our work against the property mafia“, added Georgiev.
The national working meeting is organized by the Minister of Justice and the Notary Chamber. It was also attended by representatives of the Supreme Court of Justice, the Supreme Court of Justice, the Registry Agency, the registry judges, the National Agency for Regional and Local Government of the Republic of Bulgaria, the Agency for Geodesy, Cartography and Cadastre and representatives of academia.
„We have reached an agreement to introduce electronic application for registration of notarial acts. The management of the Notary Chamber proposed changes to the Regulations on Registrations, which we are working on. Our goal is to gradually allow electronic application for registrations by the court, prosecutor's office, lawyers, bailiffs, the National Revenue Agency and others. Our main task is to do this with clear guarantees of legal certainty“, said Minister Georgiev.
This will limit the possibility of an unscrupulous seller selling the same property several times within a few hours.
In order to limit another possibility of abuse of citizens' property, Minister Georgiev informed that changes will be made together with the Ministry of Foreign Affairs so that the certifications of powers of attorney for property disposal made by consular services abroad will also be reflected in the electronic platform of the Notary Chamber, which reflects all powers of attorney.
