The Internal Security and Public Order Committee voted on first reading changes to the National Security Service (NSS) Act, submitted by Kalin Stoyanov, "DPS-New Beginning", reports BTA.

The changes provide for the elimination of the NSS's function of providing transport for the President's Administration. The proposal for legislative changes proposes to repeal item 14 in art. 14 para. 1 of the law.

When presenting the changes, Kalin Stoyanov stated that the transport provision of the presidential administration is a completely unnecessary privilege. He added that such a regulation is provided only for the presidential administration, and there is no such regulation for the administration of the National Assembly and the Council of Ministers. He also noted that the employees of the administration do not fall within the scope of protected persons under the law, but all of them are equated in privileges with those exhaustively listed in Art. 21 of the law, who are entitled to specialized transport.

Kalin Stoyanov added that on August 10, “we all witnessed an inexplicable to this day impressive motorcade with which the president was moving in the seaside capital Varna“, and photos and videos showed that the motorcade consisted of four cars, two jeeps and one minibus, each accompanied by a police escort, which necessitated the blocking of streets and traffic lights.

According to him, no one has answered the questions, including an official inquiry, about who the protected persons were, what the orders were and whether there was an order for such a motorcade. "The NSO service, through this item 14, is used to transport an unknown number of people from the presidential administration, I believe that this is unacceptable, it is high time we put an end to this waste", Stoyanov added.

During the meeting, the internal committee also approved the bill for the ratification of the Protocol between the Government of the Republic of Bulgaria and the Government of Romania amending the Agreement between the Government of the Republic of Bulgaria and the Government of Romania on cross-border police cooperation in criminal matters, signed in Vidin on May 19, 2009, signed on June 16, 2025 in Sofia and on June 18, 2025 in Bucharest.
